European B2C e-commerce reached €842 billion in 2024 and is forecast to pass €898 billion for 2025, with Eastern Europe growing at 18% — three times the pace of the West. Digital ad spend across the continent hit €131 billion last year, and retail media alone is now a €13.3 billion line growing 16.7% a year. Someone has to run all of that for the brands spending it. Yet type "best e-commerce marketing agencies" into Google and the top results are American lists — Elementor's has sixteen US agencies out of seventeen, Webtonic's thirty-six out of thirty-six. The national rankings that do exist (Emerce100 in the Netherlands, Marketing4eCommerce in Spain, BVDW in Germany) never talk to each other. So, as with our GEO agency ranking, we did the work: four research streams, roughly 430 searches and page reads, about a hundred and ten agencies screened, and every award claim checked against the awards bodies' own winner pages.
What counts as an e-commerce marketing agency
We mean agencies whose core business is growing an online store's revenue: paid search, Shopping and Performance Max; paid social; marketplaces and retail media (Amazon, Allegro, bol); SEO and, increasingly, AI-search visibility; conversion-rate optimisation; email and CRM; product feeds; and the analytics and server-side tracking that make any of it provable. That excludes two groups that dominate other lists. Platform builders — Valtech, dotSource, valantic, MSTAGE, Ask Phill and their peers — do superb implementation work but are a different purchase. And the holding-company networks (Havas Market with its 200 e-commerce consultants, Publicis Commerce, Merkle/dentsu) are noted below but not ranked, because you are buying a global network, not an agency. Everyone ranked here is headquartered inside the EU; the UK, Swiss and Norwegian names you might expect are in a sidebar at the end.
How we ranked — and a disclosure
Four tests. Proof: wins at the European Search Awards, Global Search Awards, European Paid Media Awards or European Agency Awards in 2025–2026 (checked on the organisers' winner pages), positions in the peer-judged national rankings, named retail clients and numeric case studies. Specialism: how much of the business is e-commerce, and whether the agency brings its own technology (feed engines, bidding software, trackers). Scale and reach: people, offices, languages, ad spend under management. Transparency: published pricing or methodology earned points, because almost nobody does it. We also wanted regional spread — a reader in Prague, Porto or Riga should find an option, not a Berlin–Amsterdam shortlist. Where a figure is an agency's own claim we say so. The order is editorial, not measured; nobody paid to be here.
Disclosure: EcomExpo is organised by APG Media, which appears at number two. We have kept that entry to what is on its public pages, and the same "show me the case and the price" test applies to it as to everyone else.

01 Cosmo5 (formerly Labelium) — Paris; 30 offices in 18 countries
Founded in Paris in 2001 as Labelium and rebranded Cosmo5 on 1 October 2025, this is the largest independent commerce-and-performance group born in the EU: 1,300 people, more than €150 million in revenue and close to €2 billion in annual media budgets under management, organised around five capabilities — Media, Commerce, Creative, Data and Technology — with Amazon and retail media handled by its Kiliagon unit. It is also unusually willing to publish numbers: De'Longhi +9% e-commerce sales margin, ghd +27% ROAS on paid search, Haier +213% year-on-year Amazon ad sales, Bialetti +153% ROAS on Amazon DSP, Santoni +85% e-commerce sales. KIABI, Leroy Merlin, Clarins, Uniqlo, Chopard and L'Oréal are on the roster.
02 APG Media — Vilnius, Lithuania
APG Media is a Google Premier Partner performance agency that describes itself as "a digital marketing agency with AI muscle" and has worked with 200-plus brands, among them Go3, Ermitažas, AJ Produktai, Thomas Philipps, LinenTales and Nostra. The e-commerce proof is in its published cases: linen retailer LinenTales grew Black Friday sales 120% year on year with ROAS held flat after a restructure of its Meta channel mix, messaging and ad structure; Nostra lifted revenue 135% on a 57% budget increase in the pre-Christmas season; MyBee reached position one on Google for its most competitive rental keyword within a month. The stack is the full one a store needs — Google, Meta and LinkedIn ads, SEO and link building, GA4 configuration and server-side "cookie-free" tracking — and it was one of the first agencies in the Baltics to productise generative-engine optimisation, with published GEO tiers from €900 a month, a transparency almost nobody else on this list matches. Work is delivered in Lithuanian and English (apg.agency) for clients across Europe, EU-funded R&D produced its own ChatGPT-API ad-copy generator, and the team organises EcomExpo, the Baltic region's largest e-commerce conference.
03 s360 — Aarhus; ten offices in seven countries
Founded in 2011 and still led by its founders, s360 has become the Nordic retail specialist that other agencies benchmark against: 320-plus specialists and engineers, offices from Helsinki to Barcelona, and a client list — JYSK across 29 markets, Sephora, POWER, VidaXL, Skoringen, BAUHAUS, Wolt — that reads like a Nordic retail index. Two things set it apart. First, its own technology: Quantum for AI feed optimisation and the s360 LLM Tracker for AI-search visibility. Second, an award record verified on the organisers' pages: three wins at the Global Search Awards 2025 (Best Global PPC Campaign with JYSK, Fashion with Skoringen, B2C PPC with BAUHAUS) and Paid Search Campaign of the Year at the European Paid Media Awards 2026 for a €1.1 million uplift generated with AI-enriched product feeds for RevolutionRace.
04 smec — Smarter Ecommerce — Linz; Vienna, London
Two Linz students, Jan Radanitsch and Christian Gorbach, founded smec in 2007, and it has stayed owner-led and stubbornly focused ever since: 360-plus e-commerce clients, €650 million in ad spend managed a year, and — by its own count — €5 billion in client revenue generated. It is half software company, half agency: Campaign Orchestrator, Dynamic Segments and SmartScore AI run Google Shopping and Performance Max at a granularity manual teams cannot reach, and its State of Performance Max 2025 report (4,000-plus campaigns) is one of the few independent datasets on the format. Google Premier Partner continuously since 2016, Microsoft Advertising Elite Partner, Meta Business Partner. Cases: Decathlon +52% ROAS and +22% revenue; LOOKFANTASTIC +39% revenue; River Island +34% revenue; Mountain Warehouse +34% revenue; Intersport +47% conversions. 05 Precis — Stockholm; Denmark, Norway, Finland, UK
Founded in 2012 by three ex-Googlers, Precis is now around 500 people, roughly EUR 55 million in revenue, and explicitly built for "CMOs at ambitious e-commerce brands", with a proprietary platform (Alvie) and a privacy-first measurement practice. It bought app-growth consultancy Phiture in February 2026. The 2026 trophy shelf is the most crowded in the Nordics: Retail/E-commerce PPC and Best PPC Campaign at the European Search Awards 2026 for NetOnNet's "PoAS Revolution" (profit on ad spend, not ROAS), plus Retail Campaign of the Year, Best Use of Data, Best Use of Attribution and the Innovation Award at the European Paid Media Awards 2026, and Best Use of AI in PPC at the Global Search Awards 2025 with NA-KD.
06 DEPT — Amsterdam; 30+ offices worldwide
DEPT started life as TamTam in 1996, became DEPT in 2016 and, backed by Carlyle since 2020, is now 4,000-plus people with $4 billion under media management, thirty acquisitions since 2015 (including Cologne's Amazon specialist factor-a) and the distinction of being the first global agency to certify as a B Corp. It is the one full-service group in this ranking — technology, experience and commerce as well as media — and it makes the cut because commerce and media are core, not add-ons: Google Premier and Marketing Platform reseller, Shopify, Salesforce and Adobe commerce partner, and a place in the Emerce100 2026 in both the performance and e-commerce categories.
07 Smarketer — Berlin; Kassel
If your growth problem is Google, Smarketer is the specialist. Founded in 2011 by David Gabriel and still owner-managed, it calls itself the largest pure Google Ads agency in the German-speaking market — 160-plus SEA experts, close to a thousand active clients, and around €340 million in annual billings according to iBusiness's performance-agency ranking. The group added AMZELL for Amazon and WLO.social for social ads. Its badge collection is the point: Google Premier Partner of the Year 2023 (International Growth), Google CSS Premium Partner, Microsoft Advertising Elite Channel Partner and its 2021 Global Channel Partner of the Year, Amazon Advanced Partner, TikTok Strategic Agency Partner. Clients include Audible, rebuy, Schuhe24, Walbusch, Garmin and Birkenstock; it works on performance-based fees.
08 Follo — Netherlands (Dongen, Utrecht, Groningen); Ghent
Follo was formed on 1 April 2025 when OrangeValley, MvH Media, Increase and AdResults merged behind NewPort Capital into a roughly 200-person performance agency — and it arrived with a trophy case. Its Decathlon programme, which rebuilt the retailer's international architecture so that filtered listing pages could scale across Europe, won Best Use of Search — Retail/E-commerce (SEO) at the European Search Awards 2025 and Best European SEO Campaign and Best Use of Data at the Global Search Awards 2025; there were five ESA 2025 wins in all, including HG in FMCG. The FolloEngine stack, exclusive Semrush reselling in Benelux, and a client list of Decathlon, HG, Bijenkorf, HEMA and Keune round it out.
09 Wolfgang Digital — Dublin
Ireland's most-awarded digital agency, founded in 2007, around seventy people and since 2024 partly owned by its staff through an Employee Ownership Trust, Wolfgang Digital won seven Global Search Awards in 2025 — including Best Use of Search Retail/E-commerce in both SEO (Millies) and PPC (Horseware Ireland) — then Retail/E-commerce PPC and Best Large SEO Agency at the European Search Awards 2025 and Best Large PPC Agency at the 2026 edition. Retail clients include Brown Thomas Arnotts, Woodie's, Intersport Elverys, Optimum Nutrition and OtterBox, and its annual Online Retail Report is the standard reference for Irish e-commerce (online retail +19% in 2025).
10 Eskimoz — Paris; Lyon, Bordeaux, Lille, Brussels, Madrid, Milan, Düsseldorf, London
Eskimoz began as an SEO agency (founded 2010 by Andréa Bensaïd) and has grown — self-financed, through acquisitions in Italy, the UK and Germany — into a 200-plus-person acquisition group with more than a thousand clients and a target of €100 million in revenue by 2029. It holds Google Premier, Meta Business, Amazon Ads and TikTok partner status, covers SEO and GEO, paid media, retail media, CRO and data, and took Best Large Integrated Search Agency at the European Search Awards 2026. Retail clients include Sandro, ghd, Conforama, Petit Bateau, Maje and Lindt.
11 Elogia — Barcelona; Madrid, Vigo, A Coruña, Mexico City
Founded in 1999 and part of the VIKO holding (€21 million revenue, 250 people), Elogia calls itself the first agency in Spain specialised in "digital commerce marketing", and the market seems to agree: it ranked #1 in Marketing 360 in Marketing4eCommerce's Top Agencias España 2026, a ranking judged by more than a hundred industry jurors across 280-plus agencies. Its "full digital commerce" positioning stretches from media into product and logistics; clients include Hero, Carrefour, Decathlon, Salsa Jeans, GAP, Privalia, Unode50 and C&A.
12 Webranking — Correggio (Reggio Emilia); Milan, Cagliari
Founded in 1998 and Italian-owned, Webranking describes itself as the largest Italian digital agency and has the numbers to argue it: €60 million in 2025 revenue, 260 consultants and €250 million in advertising investment managed. Its Build/Boost/Bridge model runs from SEO and "search everywhere" through performance media, CRM, CRO and personalisation to martech and AI, and its case list includes Chicco, Emak and Vaillant. It has been recognised among the best workplaces in Europe.
13 Remazing Group — Hamburg; seven offices in five countries
For brands whose e-commerce is Amazon, Remazing is the European specialist with the most scale: founded in 2016 by Hannes Detjen and Emil Beck, around 200 marketplace experts, 400-plus brand partners across 30-plus markets, a proprietary platform (Remdash), and IK Partners behind it since 2022. Its acquisition of Dresden's Namox in December 2025 made it, on the numbers, the largest independent Amazon and marketplace agency group in Europe. Divisions cover vendor and seller full-service, AdTech and consulting.
14 Bluerank — Łódź, Poland
Founded in 2005 with 120 certified specialists, Bluerank is the Polish agency with the longest international awards record — European Search Awards since 2017 and Google Premier Partner Awards before that — and it won Best Integrated Campaign (Large) at the European Search Awards 2025 with Rainbow, plus the Health category at both the European and Global Search Awards. It co-founded the CEE Digital Alliance and holds a minority stake in Hungary's Growww Digital, which matters if you are expanding across the region. Cases include Sony Centre (+70% annual revenue in a month), a fashion Meta account at +480% purchases, Mennica Polska and Wittchen.
15 Sempai — Kraków
Sempai is the pure-play: nearly twenty years old, 120-plus performance specialists, and built almost entirely around online shops — Google, Meta and Microsoft Ads, SEO and GEO, full-service Allegro management, and its own Sempai Merchant 360 feed tool. It ranked second in Poland's RankingPRO 2026 performance table and has European Search Awards (2018, 2022), Google Premier Partner Awards (2017, 2019) and an Ekomersy "best sales-generating agency" title behind it. Clients: BRW, DeeZee, Wojas, Deichmann, iSpot, Showroom.
16 Adwise — Almelo; Utrecht, Düsseldorf
The Netherlands has the most competitive agency market in Europe and a peer-judged ranking to prove it, and in the Emerce100 2026 Adwise came first among very large full-service digital agencies and topped the very-large digital-marketing-and-performance category, ahead of Dept, iO and Merkle. Founded 2005, 140-plus people, performance, SEO (including what it calls agentic copywriting), digital commerce and data; retail clients include outdoor chain Bever and furniture retailer Eijerkamp; a European Search Awards 2025 shortlist for Petite Amélie's AI-driven inventory work.
17 Fingerspitz — Breda; Eindhoven, Rotterdam
Fifty-plus specialists, founded 2011, part of the Handpicked group, and currently the most decorated paid-media team in Europe for its size: Fingerspitz won E-commerce Campaign of the Year at the European Paid Media Awards 2025 (Kwalitaria, +59.3% revenue from Google Ads) and then four golds at the 2026 edition — Paid Media Campaign of the Year, Best Use of AI in Paid Media, Best Use of Automation and Finance Campaign of the Year — on top of two European Search Awards 2025 wins with Louwman. Google Premier Partner 2026, Channable Gold Partner; Nespresso, Plein.nl and Bruynzeel Keukens are clients.
18 Rocket Digital — Barcelona; Madrid, Milan
Born around 2014 out of proprietary search-ads optimisation software, Rocket Digital is now an 80-plus-person growth agency and Spain's go-to Shopify Plus / Platinum partner, offering paid media, SEO, retail, CRM and automation, CRO, creative and influencer work alongside Shopify, UX and point-of-sale consultancy. It says it was the first Spanish agency to win the Google Awards, sits in the Top Agencias España 2026 Marketing 360 top ten, and opened a Milan office to follow its clients into Italy.
19 Web2Media — Aarhus
Eighty-plus specialists in Aarhus with an explicit e-commerce focus, Web2Media is the Danish agency that keeps turning up on European winner lists: Best Pan-European Campaign at the European Search Awards 2025 (KAFFE Clothing), Best Use of Meta Ads and Best Use of Data at the European Paid Media Awards 2025 (Skoringen), Best PPC Campaign at the European Agency Awards 2025 (Bog & Idé), and two golds at the Global Social Media Awards 2026 with Lavazza and Part Two. Paid social, paid search, SEO, feeds, creative and CRM; partners include Google, Meta, Microsoft, Channable, Klaviyo and Voyado; clients Kaufmann, Nicehair, Køb & Kande.
20 Acomware — Prague
Founded in 2002 and focused on e-commerce consulting since 2009, Acomware is the Czech reference: 1,400-plus clients over the years, turnover that has crossed CZK 1 billion, and one of the most striking published cases in Central Europe — furniture retailer Sconto grew from CZK 80 million to close to CZK 2 billion in annual online turnover since the partnership began in 2018. Luxor's CZK 85.6 million from Meta ads on PNO-based budgeting is another. It runs the "e-shops for e-shops" community events that much of the Czech market attends.

Ask a European CMO to name e-commerce agencies and half the answers will be British, so for completeness: Brainlabs (London-founded, now New York-headquartered, 1,000-plus staff), Croud (London; Campaign's Independent Media Agency of the Year Global 2025, 340-plus after buying luxury specialist VERB), Jellyfish (Brandtech Group), Journey Further (Leeds; Meta Agency Awards 2025 winner for profit bidding on Advantage+ Shopping), Genie Goals (Cambridge; "£1 in every £450 spent on UK e-commerce flows through Genie Ventures") and Impression (Nottingham; Large Agency of the Year at the European Paid Media Awards 2025 and Best Global Large PPC Agency at the Global Search Awards 2025). In Switzerland, Webrepublic (Zurich, 200-plus, owner-managed); in Norway, Synlighet and Precis's Oslo office. All excellent; none EU-headquartered.
What it costs
Fewer than one agency in ten publishes a rate, so treat the following as guide-rails rather than a menu. The industry norm for media management is a fee of 10–20% of monthly ad spend or an equivalent retainer; the State of PPC 2025 survey found "fully custom" and hourly billing the most common models in Europe. Where EU agencies do publish, single-channel entry points cluster at roughly €900–3,000 a month — Junto from €2,670 for acquisition, AdsMasters €2,000–4,000 for Amazon, APG Media from €900 for GEO, Widoczni PLN 7,850–9,800 for SEO/AI-search — and directory minimums sit at €1,000–3,000 per project. The groups at the top of this list generally expect €10,000-plus a month and multi-market scope. Two questions matter more than the number: who owns the ad accounts, feeds and data if you leave, and whether the fee is tied to a metric you actually want (profit on ad spend, new-customer revenue), not just to spend.
Seven questions before you sign
- Show me a case in my category with revenue, not ROAS. ROAS is easy to inflate with brand traffic; ask for incremental revenue, profit on ad spend or new-customer share, the way Precis, s360 and Cosmo5 report.
